Ensuring "food safety" is greatly dependent on environmental testing during the manufacturing process. Many food incidents are caused by the contamination of microorganisms, foreign substances, and allergens during production. Relying solely on raw material and product inspections conducted through random sampling is not sufficient for adequate management. Even in the HACCP system, which is being promoted in Japan, the importance of general hygiene management is emphasized, particularly the enhancement of OPRP based on scientific evidence (see below).
